I know the urge. Been there and done that and will again. First with a C&R you cannot order just an action. you have to get the whole rifle, actions do not follow under the C&R permit.
The Oberndorf Mausers may be good but I don't know if they are the best, they are probably the most expensive. I personally like the BRNO rifles for action. Have built several on the VZ-24 actions and on the 98/22 actions. They are very reasonable now and you should be able to order on for 60-70 dollars. The Argentine 1909 mauser are also a very good starting spot since they already have the hinged floorplate.
I think the last place I ordered walnut stock was from the Great American Stock Company, I don't have a net address but Google should be able to find it.
