To prevent Trump from sending in federal law enforcement officers, and national guard troops to fight violent crime. The order also prevents Chicago police officers from assisting ICE agents arresting illegal aliens.
Last weekend, 5 killed, and 25 wounded in Chicago. But they don't have a crime problem.

  Wonder if they can shut down all the EBT and SNAP benefits?  Give all the store owners within a 50 mile radius a week to board up, lock down, and plan a short vacation. Give them about a week, and lets see how that would turn out!

  He's a pitiful thing..  It seems he would prefer 2 to 10 murders on any given weekend, rather than to stop the crime and allow Chicagoans free access to their city.
