To prevent Trump from sending in federal law enforcement officers, and national guard troops to fight violent crime. The order also prevents Chicago police officers from assisting ICE agents arresting illegal aliens.
Last weekend, 5 killed, and 25 wounded in Chicago. But they don't have a crime problem.

Sounds like he just signed an order to aid and abet. I hope, but not holding my breath, that he’s taken down for it. This shouldn’t stand well with his constituents, but then again…anybody but Trump, am I wrong?

It won't stop the ICE agents or national guard, but it will hamper their efforts as the police department has been ordered not to assist in any way.

Might wanna look again, and consider Posse Comitatus. The Illinois governor is already talking about it.
