In black and white With NO variables, YES. Simply searing to bullet out to increase case cap will reduce pressures. The thing is powders like H110/296 are very finicky. Do you notice how there is usually one or two loads for them? No "starting" loads and warni vs about reduced loadings? Loading OVER published max dosent carry such warnings because well they already told you what the MAx is so only fool hardy souls would attempt more powder. BUT many could surmise less powder could not hurt.... Well with these and some other powders YES it can!
On the other side, where you are eluding to, pressures raise very dangerously fast! Just as I told the author of the 357 thread you are in uncharted DANGERIOUS waters.
Personally I would scrap your idea based on that powder. Switch to 4227, RL7 or even aa1680 as the pressure levels are not so violent and you are less likely to grenade your firearm as the case cap is t enough as it could be with 296/H110 ect.
I know what your thinking with this and it's something most loaders have and continue to do but know with some powders it's not a good idea. In other words NOT always black and white.
