I have a Ruger M77 that will do that with factory Federal 117 gr Sierra loads. I also have a Winchester M70 that will do that with Winchester 165 gr. PP loads.
I also spend time developing handloads for each, including my Winchester Featherweight 7mm WSM (see my previous post about it's results). The results for it, and my other Win. M70 and the Ruger M77 get better, tighter for each handload.
My point is, it isn't the brand of the rifle (i.e. Tikka, Ruger or Winchester), but the shooter and the skills that you develop over the years.
BTW - I like the picture of the target. After scanning in the image or taking it with a digital camera, how do you post it?
