If a case does not have a primer,like the ones I use for reloading,then it is a rimfire right? Found a small 1.190 long/.375dia lead bullet shell.It looks like copper not brass.There are no markings on it. any clues

If your measurement of the cartridge is the overall length, including bullet, it sounds like the .38 Short Rimfire. The case should measure around .768" long, without the bullet.
 Yes the rimfire ammo is inside primed, so no primer is showing, as the striker or hammer hits the rim.

Thanks Marlinman93, thats what I have here .38 Short Rimfire. Also would like to know about 44WCF blanks. Have one with blue wad and brown. Why differant colors?

I believe the different colors were the charge, or how much powder they contained. Not sure how much each color held, or whether brown is hotter than blue, etc?
