What would you need to get and what components are the best for building a rifle that doesnt cost a fortune($3,000)

also what would be a good long range caliber??

For long range you have to be thinking a long magnum - 8 mm Rem Mag. - to get the most powder possible behind a large diameter bullet with a great ballistic coefficient. This will necessitate a long magnum action. Accuracy dictates that there is very little freebore - (no Weatherby chamberings) Look around or talk to a gunsmith and see what actions will work for your selection of cartridge(s). Barrel selectionis tough - if you have a favorite maker see what your smith thinks - he may have a favorite too and may be able to tell you why. For consistant long range accuracy your stock has to be able to support the rest of this gun under all conditions without warping or twisting. Laminated or synthetic stock thumb-hole or Monte-Carlo - but something that will support your cheek and keep you in line with that scope that will sit on top. I don't know if you can build a 1000 yard shooter with $3000 but it sounds like a fun project.

actually I meant under $3,000 (sorry for the missinterpreting)
and maybe like 500yards or less :-)

a 30-'06 improved, 35 Whelen or a number of other long cartidges can do what you ask and will be cheeper to build than the long magnums. You might be able to build a good 500 yard shooter for about $1500. Get a used long action, (I would recommend Remington 700 but there are others) have it and the lugs trued and bolt face squared. Select a smith that can do the work and talk with him each step of the way. He has to know what you want in order to provide you a gun that can do it. SEe what he thinks about your budget and the gun you want. You may not get a real nice stock for that kind of money but if it is bedded properly you can get it to shoot. You may need to add another $500 for a decent scope but it might be a necessity if you have old eyes like mine. Good luck with your project.

I got a Rem 700 with a 24"Hart barrel in 7mmwsm light hunter model 6.7lbs www.hartbarrels.com you can't go wrong with there barrels and gun work
