Need info on WW11 S&W victory revolver

My friend, who does not have internet access, has a WW11 Victory model 38 special revolver

Description as follows:

S&W 6 shot revolver, 4"tapered bbl,. Victory series. Serial #s, V463xxx,
round butt,

 walnut stocks, but not checkered. Laynard ring at the base.  
Info on the top of the frame: U.S. PROPERTY, GHD

We would like to know that GHD stands for. and any other info available.

GHD: Gen. Guy H. Drewry, US Ordnance Dept. inspector. This is an Ordnance acceptance/inpection stamp.
