Most splatter occurs from steel target holders or target stands and from targets that have been bowed in from too many hits near center and from bullet craters on targets. NRA moved their close targets at 25 meters back to 40 meters to aleviate the bullet splatte problem. Don't guess this would work with the cowboy folks as they like to shoot close targets so they can hit them. The bullet splatter danger is why I don't shoot cowboy action matches anymore.
