I have an OM Blackhawk in 357 Mag. It is in shooter condition only, missing all finish from the grip frame and needing work on the hammer ( you can push the back of the hammer and it will fall forward).

I have scrubbed the barrel out with Outers Bore Scrubber and removed a fair amount of fouling. But I can't seem to get any respectable groups with any type of bullet weight or style.  

With the rear sight lowered all the way down and the blade centered, I tried 158 gr Factory Remington jhp, a decent performer out of my other guns. It shot up to 5 inches high  and three inches to the left without any adjustment. I even lined the rear sight even with the cross hairs on the target, nothing better than this.

I am seriously considering putting it away and saving my money to rebarrel to another caliber. The question is which one? I would like something different, but too difficult to find ammo for, or components to load said ammo.

Also, who to do the work? How much to save up? What other improvements?

41 magnum or 44 special might be nice. I think John Taffin has written about such a conversion. Save up and send it off to a great gunsmith and he/she will fix up the problems and give you a sweet gun. You might want a little tasteful engraving while you are at it and don't forget the ivory or exotic wood grips!

clements has built me a .41 and a .44 old model he does excellent work and his prices are real reasonable

Sounds like a prior owner did a little filing on the front sight.  If you want a 357, take to local gunsmith and have him run a Lewis Lead remover thru it and put a dab of weld on the sight blade.  (Or take a couple of strands out of a bronze pot scrubber pad and wrap on an old bore brush and give it a workout then try before adding to the sight)  If you're after a rebore, go to 44 Special.  Size and weight are perfect.  A little too light for a 41mag.
