Most of the guys at rimfire central would say just replace the hammer with a Volquartson hammer, leave the rest alone. It should put it down to around 3 pounds. It is a drop in part.
This is the way to go. Do not replace any of the springs - just the ruger hammer with the Volquartson hammer. Did this on my custom built 10/22 and my wifes stock 10/22. She loves it. Also the Volquartson magazine release would be nice for her. Easier to get the magazines out. You can also do the bolt realease your self. Just get a dremal tool and remove the peak.

One of the thing that you can do yourself is to make a auto bolt release by doing some very minor work to the Bolt lock. Above is a pic. of what needs to be done. Just remove yours and you can see the little peak that needs to be removed from the Bolt lock. The peak is in the big hole. (This pic shows peak removed).
Also to advoid cases hanging up add the A Volquartsen "Exact Edge" extractor.
Very cheap to do all of this.
