Generally the guy on the receiving end (your brother in this case) will have to have a class 03 FFL holder handle the shipment. He finds the FFL, the FFL holder sends you a copy of his license, then you send the rifle to the FFL holder. Your brother would then go to pick up the gun from the FFL holder. There's normally a charge of about $20 or so from the FFL (in addition to shipping costs), though this can vary depending on who you're working with. Both of you need to check your local law books to make sure there aren't any additional laws imposed by your locality, but the above procedure works for the vast majority of cases.
