Israel has had a problem of finding loyal friends.
Today they are surrounded by enemies (as they were 3,500 years ago) and surely they consider that Pres Trump a friend, but they have no guarantees that any future administrations would be a willing friend.
Such could be a problem at anytime, e.g. the French refused to deliver fighter aircraft, just before their local conflict, so they don't want to be forced to depend upon anyone but themselves for weapons.
So long as they can produce quality weapons at a competitive price, they may as well market those weapons..it's what superpowers do..
