Where are they getting the money?  If there isn't really funds to give out, what's going to happen when the first assassin doesn't get paid?  This sounds like it could backfire quite easily.

Find who's footing the bill, and freeze ALL their assets.

George Soros could foot the bill through various channels.  Hungary wants him extradited to face trial for bringing down their currency several years ago.  He is a former NAZI anyway, create chaos, then bring in socialism.

For sure I would think drug cartels, and I would think Soros is helping fund this also. I think what stops this is meeting violence with violence. Has to be dire consequences for them to not want to do it anymore.  Not rubber bullets, stun guns, batons,  or pepper spray, but real bullets.

  That funding only helps move certain individuals into a murderous mood..  One major overlooked point is the widespread use of marijuana, which is now being merchandised in government sponsored stores.

   Evidently the highly selected, hybridized marijuana is not the same product that was consumed by the confused crowd of the "sickly sixties"..  It is much more
  potent now, and being cited as greatly contributing to the latest spate of shootings..

Agreed, and the bounties on law enforcement officers has nuthin to do with more potent marijuana. Its about murdering law enforcement officers for money, and stopping illegal aliens from getting deported.
