Navy over pays retires, and now want it back

We have millions of Illegal immigrants living off the tax payer in America, and that's fine and dandy. But when the Fed overpays retired US Military personnel for over four years because of the Feds error, they want it back, and by golly you will pay it back at 15% of your check monthly or we will pursue other means of getting it.  It gets harder everyday to be proud of this once great nation, and it's sad.
