The problem is Californians didn't and probably still don't want any of those nasty old electric generating plants in their state. Too bad, so sad for them that it is going to bit them in the butt now. In comparison Elephant Butte Lake in NM, completed in 1916 for irrigation and electric generation, is at 5.1 % of capacity as of the eighteenth of this month. The generating plant is tiny by today's standards and won't cause a problem but it is making life difficult for the farmers downstream and Texas is always raising hell about water they think they are entitled to when there is no water available. The entire southwest has been in severe drouth for ages it seems. It started here back in the mid '90's which makes it around 25 years for us. Just like the fact that you can't get blood out of a turnip, you can't get water from a dry river.
