  "The NEWS says the California port situation is caused by a driver shortage.
Not so fast: It is in part caused by a California Truck Ban which says all trucks must be 2011 or newer and a law called AB 5 which prohibits Owner Operators.
Traditionally the ports have been served by Owner Operators (non union).  California has now banned Owner Operators.
Long term, truckers in California are not investing in new trucks because California has a law that makes them illegal in 2035.  The requirement is to purchase electric trucks which do not exist.

CARB to begin blocking certain trucks’ DMV registrations in 2020
Carriers domiciled in California with trucks older than 2011 model, or using engines manufactured before 2010, will need to meet the Board’s new Truck and Bus Regulation beginning in 2020 or their vehicles will be blocked from registration with the state’s DMV, the state has said.
The new “health-based requirements” will need to be met before a driver is allowed to register his or her truck through the Department of Motor Vehicles, CARB says. A new enforcement tool used by the DMV beginning in 2020 will automatically block 2010 and older trucks."

When I owned my own trucking company (it was small) I had to quit California.
The "California Ports of Entry" discouraged Texas trucks coming into their state.
Even 30 years ago they ha no idle laws no matter how hot, or cold the weather.
Trucks on highways like the 101 were not allowed to pass slow trucks by getting in the  3rd lane, regardless of how slow that truck was going up a hill.

IG. Listened to a independent trucker (talk show) who echoed everything in your post.

He also added dock workers are paid by the hour while truckers by the load and it’s not cost effective to sit in line for 10 hours to get one load.

Also mentioned Vax requirements for CA and NY truckers but I haven’t been able to confirm.

Not to worry. Buttigieg is back from maternity leave and will now allow truckers to drive in the night which most of us find odd.

Nope! I would never join a union. I ain't paying dues for something I don't get anything back from.
A lot of "local drivers", and dock workers were union depending on the area, and 100% of the time, were a pain in the ass to deal with.
As a general rule, local drivers get paid by the hour, while long haul pays by the mile, or a percentage of the load.
I leased my trucks on to a company, that got my loads for me. If I didn't like the load, or destination, I'd turn the loads down.
The companies I chose paid my tractors by the mile, and also furnished the trailers, while I furnished the power units, and teams.

I think stupid, and his Marxist gang, know very well who the high cost of fuel is being passed onto.  Its basically anyone that buys a product that is transported by ship, plane, truck, or train.  Its part of the plan to turn America into a economic third world country. Tell the ignorant sheep only the rich guys are getting taxed, and the ignorant sheep in turn vote for them, because they think rich guys have to much money.
