Many years ago in Ill when I was a pup, this happened a lot. One guy in particular did this every year. He broke a window, judge said, NOPE, not gonna work this year, case dismissed.
He was pretty old and undernourished, this way he could eat well and stay warm all winter. Next day, same judge, looked out the window and saw that he had piled up several park benches and set them on fire and appeared to be warming his hands. Judge STILL said, no charge. He finally broke the windshield on the judges new car. GUILTY, he got to stay inside for the winter. True story.  CHARLIE.  ;D

people do those kinds of things because they want to,
not because they have to.
many won't go to a shelter or church because they can't smoke
or the shelter won't accept those who are high or intoxicated or
various other reasons.
a former co-worker used to work at his church that would send
their buses down and pick up "homeless" folks and bring them
back and feed them and launder any dirty clothes they had.
during the meal they would play religious songs on the PA at
a low/medium level, and sometimes a person would read
various bible verses. the church wouldn't allow smoking or
anyone who was drunk or high to participate.
there were quite a few that wouldn't take advantage of all that
because they wanted to be drunk or high or smoke.
IMO they weren't hungry enough.

RANGER. All true, but in jail they stay warm with 3 meals a day, and don't have to root through the trash to find their next meal, and they are reasonably safe there. Many shelters are good for the night, but it's back to the street in the morning. CHARLIE.  :( :(
