Much to my dismay I checked the OAL for a Handi with the standard 22" barrel and the Handi Grip.
 That combo is less than 38" OAL.
 
I checked the ads for the Survivor Model which has an OAL of 36 inches as a Standard Factory production which is acceptable and can be purchased in Canada in the Non-restricted category. However the Handi doesn't come with the Handi Grip as a Factory Option and I'm not sure it is exempt from the normal 38" minimum.
What is the point of Life if you can't have fun.

What are you talking about??? The minimum OAL is 26" not 38." And, there is NO minimum on a factory produced barrel length as long as the OAL minimum is met (for a single shot centerfire)... however if you are cutting down a factory centerfire barrel the minimum barrel length becomes 18"... as an example... the Henry Mare's Leg is 25.5" with a 12.9" barrel and can be had in .45, .44 Mag and .357 Mag and is perfectly legal in Canada... my LGS has several on the gun rack... the Stoeger Double Defense is 36.5", the Ruger M77 Compact is 35.5" etc... etc... Also the Handi rifle DOES come with a Handi grip stock.

Scroll to the bottom of the page for factory Handi-Grip chamberings.  ;) It's also been available in 35 Whelen here but maybe not in Canada, Bud's, CTD and others have had em listed.

I would be surprised if Canada had the same legal limits as the US.  I believe their pistol barrel limit is 4" or more which makes a lot of ours illegal there.

Exactly, Canadian laws are different from the US. We dont allow short barrel pistols and any 25 or 32 cal handguns period. Semi Auto rifles are limited to 4 shot mags. forget about a 50 cal BMG anything. Even BP rifles and pistols are regulated and you will never see a CCW system here.

Hmm, last time I looked they were classified as "Offensive Weapons"
 
To make things more puzzling is the fact that I removed the Handigrip from my rifle and installed the original unmodified wood butt and the OAL still was short of the 38"

38" is meaningless.   the minimum length under certain conditions is 26" or 660mm

I am not sure where you get the 38" from.
