What if a repair would damage the factory serial #?

If a repair to a firearm would damage or remove part of the serial number (located on the receiver), is it legal to re-stamp the serial number in another location on the receiver of the firearm?

I believe I read that ATFE has a form for that..but I am unsure. I've never done that but have seen it done.. Most times the problem relates to draw filing the receiver to remove pits and the serial number in damaged. In that instance I simply deepen the existing number..
