The scope you are talking about has 50mm objectives. As such, you will need high rings. Moreover, the gun you are taking about has a bull barrel (if I am not mistaken) and, while fluted, it will still require the scope to be set high. As such, you might need Extra High rings.
Are Leupold rings and bases good? If you are talking about the Dual Dovetail, then YES. These are one of the strongest mounts out there. Just don't confuse these mounts with the "standard" rings and bases which are adjustable - meaning that they have a big screw on the side of the base. The standard rings and bases are not nearly as strong as the Dual Dovetail.
Quick mounts? Leupold has them and they work well. However, Quick mounts should normally be used for a purpose - i.e. when you really need to take off the scope - like when you want open sights as a back-up, or if you will be traveling and like to take off the scope. Almost all of my mounts are permanent attached, with the exception of my .375 H&H because it has open sights as a back-up.
