I know this is a little dated; I could not find if it had been discussed here before. I had to read it today for a Naval War College class I'm taking on National Security Decision Making, and thought others might enjoy it as well.

I found it impressive and worthy of a US President. So what happened to the lofty ideals when it comes to domestic politics??
