Win. 1300 Cycling problem

One of my buddies just picked up a new Winchester 1300 pump.  The trouble he's having is that the 3rd shell is released from the magazine as shell #2 is chambered, which makes #3 sit on top of the ramp.  When #2 is fired,  you have to partially disassemble the gun to eject #2 because #3 will not allow the action to cycle.
  1.  Load one in chamber, two in mag tube.
  2. Shoot.
  3. Eject #1, chamber #2
  4. #3 pops out of the tube and lies on the ramp.
  5.  Shoot #2
  6.  Can't eject #2 because #3 is in the way.

Is this a common problem with a common remedy?

I had the almost identical problem with a Remington 11-87.  I quickly traced the problem to a broken interceptor latch.  I got the part from Brownells and replaced it myself.
