You don't have to drill anything out to float the forearm. The washer just goes over the lug, under the forearm and stops the forearm from contacting the barrel when you tighten up. Also, the screw does not have to be super tight, just enough to keep it there. Also, putting some self adhesive weather stripping foam cross ways on the end of the forearm under the tip of the barrel so there is a little pressure on the forearm may help too. Have you shot with forearm off and on yet to see if there is any difference? Don't do any floating till you know accuracy gets better with the forearm off.
