There are a few more details than that.
The old car has to be a 1984 model or newer.
The old car to get less than 22mpg.
The new car has to cost less than $45000
If the new car gets 4mpg more than the clunker, you qualify for a $3500 voucher.
If the new car gets 10mpg more than the clunker, you qualify for a $4500 voucher.
If you are dealing with Trucks under 6000lbs, the old truck must get less than 18mpg. The $3500 and $4500 voucher require improvements of 2mpg and 5mpg respectively.
For trucks between 6000 and 8000lbs, the old truck must get less than 15mpg. The $3500 and $4500 voucher require improvements of 1mpg and 2mpg respectively.
These numbers were in a report of the bill about a week ago. There may be even more number changes now that it passed.
