New caribou/moose regulations?

Has anybody else heard about this new crap they put through?  I'm actually not even sure if it's correct what I heard...  but supposidely if you are awarded a tier II caribou permit, then you aren't allowed to hunt moose?  I guess they are trying to take away from the demand for tier II permits... 

But what I don't get... what if you get a subsistance permit, don't get the chance to take an animal, and then aren't allowed to take a different animal?  So where the hell is the subsitance?  Not allowing a permit holder to take a different species?  I understand why they are doing it, to lower demend.  But is it really fair to the subsitance hunter?

Anyways, if anybody has any information on this, I would love to hear it.  I have not read the new regulations, the 09-10's aren't out as far as I know, tried to look it up, but didnt see anything.

Ok, it is in the new tier II, well, I guess make that tier I regulations.

You and any other household member can only hunt moose or caribou in unit 13, you can only get a permit once every four years, you can't take your antlers with you, they might make it bulls only, if you get a permit, but they get their quota, then your permit is useless, they put in some stupid ass system where you can elect to not get a permit to accrue their points, to raise you chance of getting a permit in the future.

Winter, I believe this looks like State Board of Game regs. Check out the ADFG website on hunting regulations and there should be some information.  When the new hunting regs come out there should be a "what's new" section.

I'm so grateful I don't have to deal with Tier hunts - yet.  They sure make a lot of headaches.

Yes, these are new state regs.  The feds can only control land and game use on federal lands, such as national parks and preserves.... so far......  The tier subsitance hunts have been one of the most highly debated topics for years, and have went to court mulitiple times over their regulations. 

I'm sure these ones will most likely do the same.  The last time I was drawn for unit 13 caribou was when there was an actual drawing.

The Feds own 74% of Alaska, those lands can be controlled by the Feds.
