Does anybody know where I can get a barrel band/swivel stud that clamps on the barrel for my encore pistol?

Look at the drop down chart, and select QD 115 SG-2 0r SG-3. One of those should work for your barrel.
I found them on MidwayUSA by doing a search for Magnum Band.
I put one on a 480 Ruger barrel I have. It works well, but I found I like drilling the small flat at the end of a wooden pistol forend and adding a swivel stud better. The laminate forends that Boyds sell really work well like this.
