Change out bbls ?

Can you still do this and who do I contact ? I have a 45-70 and would like a .22 cal of some sort for shooting coyotes. Maybe a .223 ? What bbl ?
   If the refit the contour of my forearm for a .223 can it still be used for my 45-70 ?

Look at the barrel acc. plan.
You don't need to make any changes to the forearm going from 45-70 to a 22 cal. barrel.

 Because so many accuracy issues are connected to the forend. Many shooters are getting a dedicated forend for each barrel.
I haven't done this, but I feel it is a good idea. Since your just starting down this road. If your still set on a barrel only, this is a good option for you.
 Personally, I would watch the classifieds and local GS walls. 223 handis are fairly common and not all that much more then what you will pay for your new barrel.

I am more of the opinion that we just forget about the switch barrel aspect and buy complete firearms. Less trouble overall.

I would buy a used one but I don"t know how to fit and headspace a bbl. and I don"t havee the tools.

 There is no headspace that you can adjust. In this firearm its a function of the chamber. As long as the barrel is fit to the frame properly, (No excessive space between barrel and recoil shield) headspace will be just fine.

Tools to fit a barrel are simple, its quite likely you will have what you need. Like Tim said, its all in the FAQ's.

As for as who you contact, that's the manufacturer and that's Remington now. That info too is in the FAQ's.  ::)
