You are absolutely correct, but I don't think it's exactly misleading on Tim's part, or anyone elses because it is that Russian ammo that everyone buys that is so cheap, and they do sell it as commercial ammo, but all the components are military specs, so if you put a russian military round of 7.62x39 next to a round with a "Wolf" or "Monarch" labeled cartridge you couldn't tell the difference in performance of the primers.
The old "walks like a duck, quacks like a duck."
So why the hard primers, you ask?.......Imported surplus rifles!
Most people who shoot with the U.S. manufactured x39 ammo never have an issue in their Handi's, and that is why you don't ever shoot U.S. manufactured ammo in an SKS that hasn't had the firing pin spring modification done, or you will wind up some day going full automatic, and dump an entire magazine in less than a few seconds.
Having said that, if the weapon wasn't properly cleaned of the cosmoline in the FP channel and it is not properly maintained or neglected, your chances of that happening are far, far greater of actually happening, even with the Russian made ammo, but even more so if the ammo is U.S. made, and that would be with a clean SKS, so it isn't worth the risk.
Disclaimer: There will be those who will say they have never had issues doing either, but eventually you shoot a lot, and long enough it will happen, trust me!
