Forearm Width???

Can anyone tell me at what point along the forearm of a bolt action stock is the width measured.  For example, when it is stated that a varmint stock is 2 1/4 inches wide, is that measured from the narrowest part of the stock (usually the tip), or is that measured at the point where the stock would typically rest in bags or in your hand?  Thanks for any help.

Typically one would measure the widest part of the forearm, specifing the forearm's shape to further define the width as 1 3/4's wide and pear shaped...  Please note also that many benchrest stocks have no taper and only a slightly rounded bottom to provide more uniform contact on the front rest..
