a friend mentioned to me that a some of the guns i want are totally banned in this country, no matter what license you hold. i am interested in the SVD dragunov, the M-14 and 9MM luger's. is there any truth to this?

I don't know anything about the dragunov.  You can get a Chineese Norinko in an M14 called an M1A.  I've owned both and they are almost identical.  

As for a Luger; if you hold the appropriate license to posses short barelled handguns, you're OK.  If you do not have the short barelled license, get a Navy Luger or, if you have the money, an Artillery Luger.

Kevin,
To own a handgun with a barrel less than 105mm, or .25/.32 cal,  you have to have a special endorsement (Class 12(6)) on your PAL. This endorsement was grandfathered on February 14, 1995. I have this endorsement as I owned a S&W 686 with a 2 1/2" barrel before the ban. There are some other compacts I'm interested in, but since grandfathering, there are no imports of new firearms in this category. Here's the link to the CFC site regarding this topic:
