The closest that I can think of would be a Remington 40-X from the Remington Custom Shop.  It still will be without a number of features that are found on an M-24, but it is probably the closest a civilian could get.  The only other possibilities that I can think of would be some of the semi-custom rifles from HS Precision or McMillan, Inc.

If you want an M24, buy one...the public can buy them but get ready to spend $5k+. Otherwise, you can find more accurate setups from GA Precision, KMW Rifles, TacOps, Patriot Arms or any of the other big name tactical builders.
