Rossi 17 HMR Crown question

I have a 17 HMR youth model that I have been trying to improve accuracy on.  The crown on it is a little rough looking.  My son just bought the same gun though in Stainless steel.  On his the crown is very smooth with about a quarter of an inch recess to the bore,  Does anyone know if all of the Rossi barrels should be finished this way?

I don't have a Rossi, but you can touch the crown up a bit, I've done just that on an NEF Sportster 17hmr that I got a good deal on cuz the original owner couldn't get it to shoot good, the touch up cut group size in half. ;)

I saw a Rossi like that, almost looked like it had a sleeve in the barrel.  Larry
