Buy a 30-06 Remington 700 SPS in blued or stainless, mount a Bushnell 3200 3-10x40 (that is the shorter model that has 3.7" of eye relief) and you are good to go for life.  Another consideration would be the Tikka.

If I could find an old 700 ADL/BDL in .308 for $350, I'd pick that up in a heart beat.  Most of the dealers around here, including and especially Gander Mountain charge an arm and a leg for good used rifles.... I did see a Kimber .300 mag once that was 500 with leupold scope.... looked like the laminate stock had been shattered in a hydraulic press and glued back together the way a kid would glue a vase......

One local pawn shop has a pre crossbolt safty Marlin 336(no checkering) .30-30 that he wants $399 firm for. Says it's like brand new that it's sat in a closet for 10 years and never been shot.... never mind the water damage to the stock finish....

I guess what I'm trying to say, is be very careful. 

Although, a non-accutrigger savage 110 can be found with wood stock for about 300, then put a 200 Leupold scope on it, that would be one MEAN shooter..... and not look like a toy like the plastic stocks do....

 If you don't really mind it being used, go to gun shows or pawn shops and look for sporterized 03's... You can usually pick them up for around $200 or so..You can order a nice stock from Boyds for around $75 and have a very good gun.

I am an inveterate guntrader and gunsmith. If you think a bit you will do well looking for a used gun. As of now the M70's are too expensive. Seems that since winchester shut down even the cheap winchesters have gone price crazy.. A good used bolt remington/winchester/howa/vanguard under $300 should follow you home! The 30-06 is a great choice but the 308 is also a good choice. The [performance difference is nominal and surplus ammo is cheaper and more available and wonderful for cheap practice.. With modern premium bullets it will do everthing you've stated you thought about. Plus the 308 bolt guns, being so common, can oftimes be had at a better price. My last buy was a 7-08 Remington M7 Youth for $275. the stock was painted with testured paint and a redfield base was installed. It shoots fine with simplistic handloads(not worked up for it). The Leupold VX1 is a really good buy. I bought one for my daughters boyfriend and was amazed at the quality for cost.. It was $200 at BassPro.. He had a good CHRISTmas..

Oh, I got a lot of pretty good stuff from various dad's, just never a high dollar scope. Reels, rods, boots, lots of jean from a dad that worked for Levi's.   ;)

 Another good choice is some of the Black Shadow Winchesters..They are a model 70 action and you can usually pick them up for $300 or so on  auctions online...I have owned a 7mmRem Mag and a 300 Win Mag...both shot <1"groups.
