I'm not really sure and don't believe it truly matters.  Stainless alloys tend to be very tough and are a real problem to machine.  Chromolly (4140) is a alloy steel and produces prodigious strength...  Either material would not be the weak link as far as action strength... Design and tolerances are where actions are truly made..
