I recommend you read the accurizing tips in the FAQ and Help sticky, there's info on several methods.
I wouldn't overlook the possibility of a bad scope and/or mounting hardware.
Make sure the latch and shelf are dry, H&R's recommendation is that it be dry, storing a rifle with the muzzle up will allow oil from the barrel and bore to run down into the action and on to the latch and latch shelf. Some find that lubing the latch works better for consistency, but most don't, so I'd make sure it's dry until you learn otherwise. If you find oil all over the chamber end of the barrel every time you remove it from the safe, chances are that oil is on the latch shelf too.
