I would say you are doing well if you are grouping that well.  Try the heavier bullets and see, you may have it as good as it gets.  Larry

The heavier weight bullets have a longer oveall length and require a faster twist rate to stabilize the bullet. If I were you I would try a bullet in the 60 plus grain range and see what happens. You will never know until you try...

Doc, from most reports, the 1:9" superlight .223 barrels don't like the bigger bullets, they seem to shoot the same lighter bullets in the 40-52g just as good as the 1:12" do, but they're also susceptible to barrel heat, so take your time in shooting those groups. It won't hurt to try some of the heavier bullets, each rifle is different and what works in one may or may not in another. A couple of bullets that shoot good in the 1:12" are the Win 64gr PP and the Sierra 63gr #1370, they have a good track record on deer if you read the reviews at Midway.

If I were to use a 223 on any whitetail...it would be loaded with the 60 grain Nosler Partition...21.5grains to 23.5 grains of Benchmark...Winchester case...Remington 7-1/2 primer...gives 2932fps-3136fps in a 24" barrel...Even with a 1-1/2 group it should do the job on deer under 100lbs...provided you can get good bullet placement..They are worth a try..
