so wait, I can go and get reloading bullets with out a FOID, but they make us show one for M/L sabots?  also you even need a FOID to purchase BB guns that are rated in excess of 750fps.
When guns are outlawed, only outlaws will have guns.

novice shooter, gunsmith, reloader, that is always open to help, tips, and tricks.

at some stores-yes. retail oulet in jacksonville has cardr me for pyrodex, muzzleloder bullets and the afore mentioned scope RINGS-but not the scope itself!! don't know when illinois statutes changed, but gunpowder bullets, brass, primers and assembled muzzleloaders did not require foid, only breechloading guns and feady to fire ammo. now, most illinois dealers, anyway, won't even sell an assembled muzzleloader without foid/waitng period. dealer friend of mine says he doesn't like it, but he says some language change on the muzzies left them in a "gray" area and he can't afford to take the chance on selling without a foid and wait period. can't say i blame him with the gun climate here in illinois. sure is exasperating tho. regards, jather.......
