Scope is giving me problems, need help bad!

I have a 209/50 Encore that I just purchased and I bought Warne rings (1in) and base. I attached my Burris Fullfield II to the rifle, and put my target out to twenty five yards (I never bore sighted the scope). I am shooting Powerbelt AC1595 295 Grain, Hollow Point, Copper bullets. Now my prediciment... I am maxed out on my clicks for my up and down, or horizontal reticle, I am shooing 2 inches low to to inches high at 25 to 100 yards and cannot get any more out of my scope (I can go down but mot up), and the scope is resting on the front sights... What can I do besides throw the rifle and scope in the garbage? I am fed up!!! Do I need higher rings? Or do I need to shim the scope? Please help I am at witts end!

Not sure what you meant about the scope resting on the front sights unless you are shooting a 15".  

Remove Warne rings and replace with Burris Signature Zee rings.  Then you can pick out the correct amount of shim that you need and use the ring inserts to get you centered.  Be sure to get your scope centered before chooing the ring insert so you have max amount of adjustment.

I need to know what you are shooting a rifle or pistol, you have me a little lost unless it was a mistake. But you said you have the scope resting on the front sight. If you meant rear sight, you need to remove the sight and get the scope lower by getting lower rings. If you raise your scope your impact will be lower. Lowering the scope in make you aim higher by tipping the barrel upward.

I think I am thinking right, it has been a long day for me.  :D

Hi guys...
Thanks for the responses.
I am shooting a rifle not a pistol, sorry. I meant to say the it was resting on the REAR sight not the front sight. Let me get this right... If at 100 yrds I cannot adjust the elevation up I need to shime the rear of the scope not the front? Wow this is confusing...

The best thing in my opinion is to remove the rear sight and get lower rings. Yes you can shim the rear part of the mount up. But don't shim inside of the rings, as this could damage the scope.  :D

Look at it like this. If you are hitting low, you need to lower your point of aim (Scope)(Cross hairs) to make the rise of the barrel higher to get the bullet to impact higher. Hope I have not confessed you any further.

I am curious, what is the problem that PD is describing?  It the problem using the wrong type or size scope rings or is the barrel taper such that shimming is required to get the scope aligned and parallel to the bore?

My first guess is if the scope is actually contacting the rear sights, that's the first thing.  Everything else is irrelevant until that's corrected.

And I would add that you should only correct one thing at a time... if he removes the rear sights, shims the base, and changes rings all in one step he won't know what's really causing the problem.

Thanks guys for all of the help... I will remove the rear sight first and go from there. I believe I have the lowest set of rings from warne that I can get for the TC. But I do have a question though... When the clicks say "UP" on my scope adjustment ring, does that mean turn it that way to make the elevation crosshairs go up or do the actual crosshairs go down? Thanks for bearing with me

I beleive that adjusts point of impact... specifically, if you want your POI to move up, you turn it in the "U" direction.  If you want your POI to move right, you turn it in the "R" direction.
