The last couple of times out to the range, I have been shooting next to a guy who has been shooting a Tikka.  He was having a hell of a time getting 3 shots into a group under two inches with handloads.  Meanwhile, I was trying out handloads in my Savage, and my biggest group, with a powder charge that my gun didn't like, was 11/16 of an inch.  With the loads it did like, (26.5 gr. of Hodgdon BL-C2 pushing a 50 gr. V-Max,) it was shooting 3/8 inch groups.  This is a pre-Accutrigger model, whose only upgrades are a lighter trigger spring, and a camo paint job.  I doubt the paint job did much to affect the accuracy, but that lighter spring sure did help.  I think the Savage is tough to beat for accuracy and value.

Considering your 2 main choices, I would go with the Tikka. That said, I use a Howa 1500 in .223 as my lightweight walk-around varmint rifle.
