Fact is far east Siberia, Mongolia and China were blasted last week by an Artic cold blast which brought record cold temps to regions _ _ the same Artic cold blast that just cut thru North America. It is highly probable that the Chinese we're just studying this Artic blast to determine if it was geo-engineered. That is still a possibility regardless if the Biden Regime and a neocon general want to gin up another war, a war with China this time.

Once over international waters the balloon would not have to maintain its altitude, since it is steerable and has the ability to maintain altitude, I am sure it has a way to descend to within aircraft ceiling limits.

The only way this balloon could change elevation would be like blimp does; which is much like a submarine changes depth. Pumps compress gas into ballast tanks thus changing buoyancy. That takes energy and equipment as would propulsion and a rudder. This was a weather balloon and in no way resembled an aerodynamic blimp. It was pretty much at the mercy of the winds and the Artic Vortex that swept down along the Pacific coast and curved across the states eventually bringing Sub-Zero temps to the northeast states.
Even motorized blimps are at the mercy of the winds and must be selective when and where they fly; or even if they dare fly on certain days.

Apparently this balloon had propulsion, prop I think, and with the solar panel array it could have enough power to generate enough propulsion to gain or lose altitude.   It rode the winds no doubt, so it could not have made quick maneuvers, but it certainly could have been made to stay at or above 60k feet and possibly hold its position to have a better view of whatever they wanted a better look at.
