I shall speak from experience only..don't want to argue..
"Feels like", is just TV jargon, and doesn't relate to actual effects.. However, I know full well any breeze or wind, does have a verifiable effect.
One can have waterlines under a building, such as a barn, studio, mobile home or enclosed addition, which is protected only by an electric cable. Then some very cold weather for this area comes along, say -30F.. The heat cable is well insulated andcan handle the situation. But if there comes a chink in the skirting, where wind can penetrate..it may well freeze up anyway!
Some hardy beef cattle can stay out in cold weather, or as a nearby farm to me with elk and buffalos...they can all do OK outside, but on real cold and windy days, if they don't have a windbreak, the farmer can suffer losses. Rain doesn't bother any of them..but if they can't get out of the way sub zero wind, they can be in a hurt !
I have noticed that on especially cold days, if there is wind about..the buffalos tend to head for the woods..or their shelter walls.... and they don't hear any "feels like" talk !
I recall, back when antifreeze was alcohol based, we would see cars with blankets over their hoods & grille, even if they were just parked and not running. Just the wind blowing may freeze them up!
Perhaps some can recall back when trucks had factory made canvas covers over their radiator grills, to prevent their freezing up! Whether the wind developed was external or developed by the fan makes no difference... if the wind has no effect...why cover the radiator grille ?
