Looks like Bubba's attempt at a pistol grip for his shotgun. ;)
Now this probably wouldn't be  an issue as long as a guy remembered to have at least a 22" barrel installed.  Anything shorter would be an NFA violation just wainting to happen. :o :-[

Unless you live in Califoristan where, sense it is not a factory option, it would be a "Modified Weapon" no mater what length barrel it had on it. Ran into this problem then I was younger and the "Modified Weapon" was a BB gun!!!

Me thinks he would have cut it even shorter save for the fact that the 9/16" bolt to hold it on forced him to leave that much.

IIRC that's from a camping/survival type gun that H&R made some time back.  The whole thing was just within a fraction of an inch of the overall length limit.  Just enough to be legal and maybe recrown a barrel once.  Maybe.  There was one in 410 (I think) at a local shop a few years back.  Not a gun you could shoulder, swing, fire and hit running game with, but something that you could keep in the canoe in case you wanted a nearly useless gun.

FWIW, back in the ?late '80s I had a factory Savage Mdl 24 variation in brushed nickel (couldnt have been stainless, could it?) with a somewhat similar buttstock AND a reg. buttstock; 22LR/20ga. Another one I 'let' get away long ago, but, as I recall, it was unremarkable.
BTW, when I originally read the topic I wondered, 'just how short I gotta be, anyway?' to respond.
