Can you buy the extractor for the 7.62 X 39 either from H&R or from the after market.

You'd have to contact H&R and ask them, Brownell's only lists ejectors. A hornet ejector/extractor may be able to be modified to work.

I making an assumption here that the 7.62 X 39 came about late enough that they where only available as extractors only and that they weren't built with ejectors. Right wrong?

The 204 Ruger was one of, if not the first new cartridge available with an extractor, it was in production summer of 2004, the 7.62x39 was introduced a year later.

Another issue you may have to deal with is there were 2 generations of extractor underlugs, you can see the difference in the FAQs, whether the actual extractor claw was different, I don't know, I won't tear one of my gen 1 extractors apart to find out!! :D
