That questions much like, 'Which company makes the best car/truck?'.  It's a very subjective thing.  Krieger, Shilen, Lothar-Walther and even Douglas make good barrels.  A very good firnd of mine who happens to make really great shooting rifles prefers the Shilen match grade.  I can't shoot well enough to notice the difference.  Of course I usually build hunting rifles in the more clasical sense and find unything that'll shoot under an inch at 100 yards to be just fine.  Still Shilen would be a very good choice although I've been hearing great things price/value wise about the Lothar-Walther tubes.  The installation is more important in my opinion than is the maker..  Good luck from the gunnut69

There is no single manufacturer that is acknowledged as producing the best barrels.  You'll find among the target crowd, Krieger, Hart and Lilja get mentioned more then others.

In this day and age, more accuracy is gained or lost by who cuts the chamber, and fitst the barrel to the action, then who made the barrel.  Not that money gurantee's quality, but I'd venture to say that a $200 barrel and a $400 fitting by a smith will outshoot a $400 barrel fit for $200.
