want new gun that fits between the .17hmr and 708

I am looking for a gun, light in weight, synthetic stainless that will fit between my .17 HMR and 7-08. I have a chance to buy a  used Tikka 243 for $400.00 but I not sure about the 243. I will use the gun for varmit or coyote as well as paper punching. I would appreciate any suggestions.

well, since you want a "light" rifle, that rules out any chance for an ar-15 (bushmaster)...

May I ask why do you need a light rifle if your going to be varmint hunting ? I mean most varmint hunting that happens is usually on a sitting position or on the ground with a bi-pod...

The only option I can think of is the Tikka varmint stainless in .223, The same gun I am looking to purchase right now, but I want it in 7mm Mag

You need a 22 centerfire, .223 or 22/250.

I agree with Gregory.

If it's going to be more hole punching, then go for the .223.

If it's going to be more for coyotes, then go for the .22-250.

Keep in mind that you can do both with the .243.  It's just that the others are better choices for their respective uses.

However, if it's going to be just for coyotes and you don't necessarily care about pelt damage, then the .243 with light bullets, like the 70 grainers, then don't be fooled - the .243 is an awesome weapon.

I think that a 243 would fit your bill right nice between them. But it's a given large margin, and there would be several honorable choices out there.  223,204, 22-250, 243, even a good 25-06. Here's a couple choices that i think you would like:

Not a bad choice either, with a little love these can shoot very very good, plus the option of a ton of calibers with interchangable barrels. Not to mention the price is very nice at around $250 and under.

The fellows above said it as I would have.    The .243 is great and fun to shoot.   That Tikka rifle is supposed to be a fine, accurate rifle from all I have read.   I have a couple of .243's (700 ADL and Savage 11GL ) and the caliber makes a great coyote gun.  
I have a .222 that I will be carrying this weekend.   If I didn't have two of them, I would be in the market for a .223 for varmits and paper.  And I would go buy the lightweight, short action .223 Stevens for $260 and camo it for varmit calling.  I would not consider camoing a nicer stock like the Tikka.   Even the .270 I have is lightweight and very accurate with an easily adjustable old style Savage trigger.  
Good luck with your new purchase and it will be a fun gun.

A .243 would give you a gun that is not only a great varmit gun but also a good deer rifle.  

I think a .223 would be a good fit as well, as it's probably the cheapest centerfire to shoot with factory ammo.

there is no question that a .243 is a good round, and yes it is a "better" round than the .223 BUT...... given the fact that he also wants to plink with his gun, the .243 factory ammo is NOT CHEAP (about $15-20 per box)....

Since he doesn't have deer in his hunting list, I think he can't go wrong with the .223, cheap ammo, GREAT ACCURACY, oh, and fun as heck to plink.

Don't forget the 204 Ruger, easy on hides and it's a hoot to see the hits which isn't gonna happen with the 22-250 or 243. The 40gr 204 gives up very little to 22-250 at the longer ranges.

In my opinion the 243 would fill that void well, light enough to handle them varmints and heavy enough to take deer.  :D

I'm a fan of some of the old cartridges, like the .22Hornet, 221 rem. fireball, etc.  Small caliber, but still pack a pretty big punch.  Great coyote rounds.

Be really differant go for the 240 Weatherby.  It is every thing the 243 is but about 300 Fpd faster.

Definately .223.  Best budget paper-punching round there is, and will work well for coyotes.  You've already got deer covered well with th 7mm-08.
