Scope mount on a 17 HMR

Got a new 17 HMR for a project I am working on, and while taking off the scope rail I found they had factory lock tighted it on.  I don't know if they do it with all the rifles now, my .223 was not when I got it, but looks like new ones are, so there is no need to remove it and re-work it when you get a new one.  Larry

I remove all my Handi/Ultra rails, clean the holes down to bright metal, lap the rail to the barrel with a piece of fine crockus cloth layed on the barrel, then bed it in blue loctite. I don't leave any questions as to whether the rail was mounted properly or not, then I know for sure if there is an accuracy problem, it's not a mounting issue.
