OK,
 I F-I-N-A-L-L-Y got to a shooting range today, and was able to try out my customized 17HMR.  The range conditions were pretty harsh.  How's this for shooting weather:  Late afternoon; mostly cloudy; half-value winds 10-15mph coming from downrange; 47 degree weather complicated by the intermittent wind, and partially numbed fingers.    
Anyway, to get to my original intent of this post, the three (3-shot) groups I fired came to an average of 1.99" at 100 yds.  I think that is   
very good with a 17gr. bullet under those conditions.  When I'm able to go to the range next, and hopefully have much better weather for shooting, I'll try to update this thread.
