Shipping a rifle back to NEF
« on: January 18, 2005, 12:33:11 PM »
I'm considering shipping my rifle back to the factory for a new barrel.  Their web site says ship it USPS/UPS.  Can I send it myself, or do I have to ship thru an FFL dealer?  How about the return shipping, can I just receive it at my house?

You can ship it cuz it's being shipped to an FFL. If you are just getting a new barrel and not a repair also, you don't send the entire rifle, just the butt, action and forend, no barrel.

Federal law prohibits firearms in the US Post Office.  Anybody ever have any problems with that?  Or should I just take it to a packaging/mail store?  Anybody have problems with employees not allowing you to ship a gun?

I've had big problems trying to get them to ship ammo in the past.  I had to call THEIR headquarters, then print out THEIR policy, then take all that info to the store and shove it in their face.  They still refused to mail my ammo, so I held out my cell phone and made them talk to their headquarters.  They finally shipped it.  This was a UPS Store in CA.  Figures, eh?

Long guns may be shipped by USPS, the federal law prohibiting firearms on postal property pertains to loaded firearms as in concealed carry. If you want to ship your rifle to yourself, a relative or friend for your own use or to an FFL in another state or to anyone within your own state, ATF laws allow it and the USPS will accept it. Handguns are a different matter.

Ammunition is prohibited from the mail, period! UPS will only accept ammunition at certain acceptance points.

432 Mailability
432.1 General
The following conditions apply:
a. Pistols, revolvers, and other firearms capable of being concealed on
the person (referred to as handguns) are nonmailable in the domestic
mail except as permitted in Exhibit 432.1 and DMM C024.1.0.
b. The disassembled parts of a handgun or other type of nonmailable
firearm that can be readily reassembled as a weapon are nonmailable
except as permitted in Exhibit 432.1 and DMM C024.1.0 or C024.2.0.
c. Unloaded antique firearms sent as curios or museum pieces are
generally permitted as specified in Exhibit 432.1 and DMM C024.2.0.
d. Unloaded rifles and shotguns may be mailed if the mailer fully complies
with the Gun Control Act of 1968 (Public Law 90-618) and 18 U.S.C.
921. The mailer may be required to establish, by opening the parcel or
by written certification, that the gun is unloaded and not excluded from
mailing because of the restrictions in 431.2b and c.

I don't know where you got info stating ammo was mailable, but it's not by the USPS.

c. Small Arms Ammunition. Ammunition is classified as a Division 1.1,

Ammunition that is regulated as a Class 1 explosive and designed to
be fired from a pistol, revolver, rifle, or shotgun, as well as associated
primers and blank cartridges (including those designed for tools) and
propellant powder for use in any firearm, is prohibited from mailing.

Here's a post at AR concerning how easy it is to ship ammo with UPS..

And ATF laws concerning transfer of a firearm between individuals within the same state or to yourself in another state...

Well, my experience with UPS shipping ammo was HORRIBLE.

But thanks for the USPS info about rifles.   8)

Read the AR thread, his experience almost ruined his trip...how easy it is was meant sarcastically, it's apparently not easy cuz too many clerks at both the USPS and UPS don't know the regs, so it's easier to just say no than to ask someone that knows or get in trouble for accepting prohibited hazardous material.
