I think that move has been capitalized already...They are just coming out with a new quarter bore; only it's in the Super Short config.  They must have figured the 25 would sell better in a SSM rather than the SM style.  According to tests, it seems to come very close, if not exact, to the ballistics of the 25-06. :D   Patriot

Apparently Winchester tried devloping a 25 WSM, but it seemed that it just didn't work out, kinda like the .338 WSM.

I would have loved a .25WSM (rather than the WSSM), but I think that if they could, Winchester would have already developed it by now.

A year or two back at the S.H.O.T. Show Winchester took a poll on what the people there would like to see them come out with next in the WSM line.  The winner was the .257 WSM and runner up was the .338 WSM.  So what does Winchester do but come out with the .25 WSSM and the .325 WSM.  This isn’t the first time Winchester has crossed up the shooting public.  Back when Winchester was rumored that they were bringing out a .30 caliber magnum to go along with their .264 and .338 Winchester Magnum’s everyone figured they would use the same case for the .300.  Lots of guys jumped the gun by building up .30-338 believing this is what Winchester had in mind(yeah, I was one of them).  WRONG!!  I too would have preferred a .257(or .25 if you will) WSM but instead I ended up ordering a .25 WSSM.  Lawdog

If you really want to get past the sales hype and look at the info you will find that the short mag and the super short mag craze is 90% sales pitch and 10% reality.     First the 10% true they fit in a short action but then again why bother?    If you want a short fast handling woods rifle then would not a .338 or .358 be better then a small bore?    If we are looking for long range stuff then a short fast rifle is not the choice.   It is all a balance of compromise.    If you load the cartridges to the same pressures, for example the .300 Win mag against the 300 short mag the .300 Win mag wins hands down 55,000 to the stubby guy at 65,000 psi. mabe I am old fashioned but what is the point.    A short fast handling rifle chambered for a long range cartridge, it is sort of like saying I want the practicality of a 4X4 and the performance of a lamborgini, it does not work!!!
There is no such thing as over kill!!!!  :-)
